Bob Clay is the liaison for communities that are participating in the Excel by 5 Community Initiative, a certification program that promotes policies and services for young children and their families.

Clay previously administered assessments of early literacy skills of children participating in randomized studies conducted by the MSU Early Childhood Institute. Before joining the institute, Clay retired from International Business Machines Corporation after 34 years of service. He holds the Bachelor of Science in Personnel Management from the University of Southern Mississippi.
He and his wife, Connie Clay, live in Madison, MS.
