Charlene Smith holds the Master of Science in Education degree from Mississippi State University. Before joining ECI, she was a consultant for Partners for Quality Child Care and the Mississippi Child Care Resource and Referral Network and was a school therapist.

Mrs. Smith also directs the children and youth ministry for her church. She and her husband have two daughters.
